My mistake. I thought I had pulled up the 2011 1099-B at the IRS website and didn't see the capital gains reporting boxes, but I mistakenly was looking at the 2010 form.

It's being phased in over three years:

For stocks, it affects securities purchased starting in 2011.  For mutual funds and DRIP's it starts in 2012.
