Is it necessary to file the NYS Partnership return that
Bivio has made available? I do not recall filing them in the
past. Did I just send the U.S. Form in the past to NYS or
is this a new requirement?

Yes, it is necessary, and it has always been necessary. What may be somewhat confusing is that the NY IT-204 has changed significantly over the past 2-3 years. It's a much longer form and it now contains it's own K-1 schedule. Up until 2006, you only needed to attach a Form IT-204-ATT which listed the partners, their residency specifics and their ownership percentage.
