There is no protocol. Your club, and/or its members as individuals, should do what they think appropriate. If the club decides to send flowers as a club expense, make sure to enter it as a nondeductible expense.

behalf of the club and take the expense out of the club
treasury.  Another option; Each member contibute on his own
as he sees fit.  Are there other options?

Our by-laws do not cover this issue.  Should a written
procedure be written into the by-laws?

I
Our club started a sunshine fund of $5 dollars a year kept
by a non treasurer. We have lost three members by death and
had serious hospitalizations. If the fund is not enough we
contribute another $5. If the fund built too high we used it
to lower the cost of an outing.
