In reviewing the tax forms printed from Bivio I noticed that
the Income & Deductions section of the 1065 is left blank as
well as the Analysis of Partner's Capital section.  Do
investment clubs not have to fill these sections out?

page 1 is not used by investment clubs. If you answered Schedule B, question 5 YES, then the analysis of partner's capital section is also omitted.
