I guess I am confused, do we not need to file the same types
of forms with our respective States? Such as our club in
Illinios. If so does Bivio do the state forms?

You'll have to check with each state that you have partners
in to find out if you have to file with that state.

In any event, bivio does not prepare the state forms. (Nor
does any other investment club software package that I'm
aware of.)
