I went in circles trying to file the 7004 electronically.

It is printed and I will mail to tomorrow, but perhaps there
are others who couldn't figure out how to file
electronically?
The only way to e-file a 7004 is if you have access to a
Modernized e-File (MeF) platform. Otherwise, it must be
mailed.
After USPS mailing the 7004 by certified mail with request
for a return receipt I tried to see if TurboTax (Windows)
would e-file a request for an extension on my personal
return. TurboTax would NOT efile but would print the form
(Form 4868). The Intuit website at:
(https://turbotax.intuit.com/irs-tax-extensions/) indicates
that "Free federal tax extension available in March".

Last year's experience with USPS Certified Mail & Return
receipt was not satisfactory. I never received the return
receipt card. A CPA I work with related that USPS -
Certified Mail with a return receipt is no longer proof of
transmittal US Tax Court (https://www.ustaxcourt.gov/)
I would ask that CPA for a citation because the last I saw Reg. 301.7502-1 is still operative.

Also the IRS regulations at 26 CFR 301.7502-1 say "If the document or payment is sent by U.S. certified mail and the sender's receipt is postmarked by the postal employee to whom the document or payment is presented, the date of the U.S. postmark on the receipt is treated as the postmark date of the document or payment.

I don't believe the Tax Court can disregard these filing rules.  

Be sure that your registered mail or certified mail receipt is stamped with a postmark when you drop off your envelope at the post office.

I would scan receipts and also make copies as ink on receipts can wear off and leave you with a blank piece of paper when you need to produce it at some time in the future.

Has anyone used Fedex or UPS instead to meet the timely mailing as timely filing requirement rather than USPS? I know they are more expensive but seem a lot more reliable these days.

You need a more specific citation. The website in your email did not have a citation about USPS certified mail. By the way, one does not necessarily need the "return receipt". Certified mail is trackable and you can determine online that it has been delivered. And your receipt shows the post mark.

You have to be careful with Fedex and UPS. Only certain classes of service are recognized by the IRS as being equivalent to certified USPS mail. Use the wrong class of service and you might as well have sent it by ordinary first class mail.

Like I said before, Even Though we filed by March 10th - The USPS received it March 30th - We got penalized for late filing. This made me furious. I've sent them multiple letters with copies of certified mail receipt
Nothing has been abated.

If you sent the IRS anything by USPS, they are many months behind in dealing with the mail. Wen did you send the first respsonse, and what communications have you recevied from the IRS (of any type) since then? My professional experience suggests that you probably received addtional penalty/interest due notices since the IRS had not yet processed your response. At some point, they will, and all penalties/interest should be reversed.

I presume you meant IRS received it March 30.

The IRS is behind on millions of returns.  Keep your documentation as eventually (maybe a year or two) it will get straightened out.

Since 2021 Summer. Every time I receive a letter from the IRS to pay, I reply with the receipt and "nothing" happens. The last letter they threaten with a Lien on my assets. At this this point I paid the penalty (a month ago)

My club was assessed a hefty late fee in 2020.
I had proof it was mailed in time. I called the number listed on the letter they sent. After two hours on hold I spoke with a rep who said we were ok. Then I got a letter confirming that we were not late and there were no penalties.
Try the direct approach.
