We have a stock –Rogers Communication—which is out of Canada. We can not reinvest the dividends so they go to the broker account. At the same time, they charge the tax which is due. I don’t know where to enter the dividends in Bivio where I can do both enter the amount and the tax that was withheld. Can someone please tell me what I am over looking today?

Hi,
You can use the "Income" button on the Accounting>Accounts page to enter both the dividend amount and the foreign tax withheld. They are both choices on the Income entry form.

Have the same with Honda. TD enters the foreign tax as expense and the cash received as dividend.

Same here for our ADR. But when Bivio sync with TD it did not pick up the ADR fees

It's important to remember that AccountSync is not your club treasurer. It is your assistant. It's a pretty reliable assistant but it is only as good as the information that is provided from your broker.
If information in the brokers data file is incorrect (expenses for foreign tax) or missing, it is up to you to manually correct that each month.
That is why you should be doing a monthly reconciliation as well as an annual audit. You, as treasurer, are the one that needs to be making sure everything in bivio stays correct.
