How does one account for that in Bivio? Is it a foreign tax?

It's a deductible expense, not a foreign tax.

Hi,
An ADR fee is a fee that the ADR administrator is allowed to charge when you receive a dividend. It gets passed along to you.
It is entered as a deductible expense in bivio using the Expense button you'll find on the Accounting>Accounts page or using the Expense choice on the little menu if it has been entered by AccountSync as an unidentified debit.
