I note that under the "economy" option, the number of allowable transactions drops by one-third, from 400 to 250. How can we find out how many we used last year? And what happens if we need more than 250?

If you go to Administration>Subscription, you will see the number of transactions you have used since your current subscription renewed. You can use this to make an estimate of how many you might use during a year.
If you need more than 250 per year, you should subscribe to the "Preferred" level.
If you subscribe to the Economy level and run out, you'd need to renew your subscription to continue.

Our subscription renews in September and I have already renewed so how do you find out how many we used last year since right now it says 0 since our year is just getting ready to start.

If you have already renewed, you are still covered under the old options. This means you have 400 transactions this year. When it comes time to renew again next year, you'll have the counter to show you what you used this year.
