Bivio wisely coached clubs to send their returns by certified mail to prove their compliance with the new filing date. It seems there is plenty of evidence here of clubs following your advice and avoiding those penalties.

Bivio has done a marvelous job of informing clubs and in all cases responding in a timely way. My problem is not with Bivio but the IRS. The filing date is difficult in view of required documents to file. And the penalties can only be defined as abusive.

As a followup, I called the IRS to verify that they had received our documents showing that our return had been mailed on 3/10. Our penalty has been dropped (I don't use the word waived as it was their fault). While pleased that this has been resolved, I find it irritating that we had to do this.
We learned our lesson almost twenty years ago when our treasurer resigned from the club and we had no documentation that she had mailed our return six months earlier. Since then our treasurer has always sent things via certified mail and brought proof of mailing to the next meeting.
